Delegates At The National Convention Retain Article 282 Of The First Draft Constitution Which Ensures That People Through Parliament Are Involved In The Acquisition Of Loans.

Delegates At The National Convention Have Retained Article 282 Of The First Draft Constitution Which Ensures That People Through Parliament Are Involved In The Acquisition Of Loans.

Article 282 Of The First Draft Constitution Of The Republic Of Zambia Clause 2 States That The Government Shall Not Borrow ,Guarantee Or Raise A Loan On Behalf Of Itself Or Any State Organ,State Institution,Authority Or Person Except As Authorised By Or Under An Act Of Parliament.
Clause 3( A) Of The Same Article States That Notwithstanding Clause 2,The Government Shall Lay Before The National Assembly The Terms And Conditions Of Loans Which Shall Not Come Into Operation Unless Approved By A Simple Majority Vote Of The National Assembly.
The Delegates Have Also Unanimously Resolved That Councillors Be Paid Emoluments.

They Accepted The Proposal To Amend Clause 6 Of Article 214 Of The First Draft Of The Constitution By Replacing The Word Allowances With Emoluments, As May Be Determined By The Emoluments Commission.
And The Delegates Also Resolved That The Age Limit For A Person To Qualify To Be Elected As Councillor Will Be 21 Years Instead Of 18hrs.
And Chief Chikanta Of The Tonga Speaking People In Kalomo District In Southern Province Has Commended National Constitution Convention Delegates For Introducing A New Provision In The Constitution That Will Create A Caveat Against Unnecessary By-Elections.
The Chief Said The Move To Adopt Article 75 Of The Proposed Constitution Is Welcome And That It Should Be Supported By All Right Thinking Zambians In The Country.
He Says Such An Article Will Curb Unnecessary Creation Of By-Elections Which He Said Were Costly To The Country.
He Has Stated That Some Members Of Parliament Resign From Their Political Parties Without Realizing That Their Decisions Were Expensive And A Drain Of Government Resources Because The Exercises Gobble Huge Sums Of Money.
The New Provision Bars Members Of Parliament Who Resign From Their Parties From Re-Contesting Their Seat Or Being Appointed To Any Public Office Until The End Of The Life Span Of That Parliament From Which The Member Has Resigned.
