Province Permanent Secretary, Emmanuel Mwamba Has Dissolved The Chadiza
District Procurement Committee With Immediate Effect For Operating Outside The
Law.
In
A Letter Dated 14th December 2012 Written To The Council Secretary
Of Chadiza, Mr. Mwamba Stated That The Procurement Committee Was Not
Established Or Constituted In Accordance With The Public Procurement Act (Ppa) Of 2008 And Regulation 16 And 17 Of The Same Act.
He
Said That Even The Evaluation Committees Were Not Set Up In Accordance With Regulation 64 Of The Public Procurement Act.
He
Stated That His Action Was Necessitated By The Comprehensive Findings By The
Zppa And Strong Recommendations By The Anti-Corruption Commission.
He
Stated That He Would Seek Legal Advice On The Status Of The Recent Procurements
Which Were Done But Characterised By Numerous Irregularities. The Chadiza Procurement Unit Of Recently
Procured Contractors For Works Of Maintenance Of Feeder Roads And Construction
Of The Chadiza Civic Centre.
Mr.
Mwamba Expressed Dismay That The Chadiza District Procurement Committee And Its
Evaluation Committees Failed To Adhere To Basic Principles Of Transparency,
Accountability And Professionalism.
He
Also Reprimanded The Council Secretary As Controlling Officer For Failing To
Put Up A Legal Committee As Provided For By The Public Procurement Act Of 2008.
He Directed The Council Secretary To Submit To Him Proposed New Names That Will
Constitute The New Procurement Unit.
The Letter Is Copied To The Permanent
Secretary-Local Government And The Director General, Zambia Public Procurement
